ఆయన.. తాను దారిన పోయే దానయ్యనని చెప్పుకుంటారు.. కానీ.. ఆయనది గూడుపుఠాణీల్లో అందెవేసిన చెయ్యి! తనకు గ్రూపు రాజకీయాలు తెలియవని అమాయక ముఖం పెడతారు.. కానీ.. ప్రతిపక్ష నేతతో సైతం కుమ్మక్కయ్యే చాతుర్యం ఆయన సొంతం! తనకు ఏ వాదమూ లేదని కుండబద్దలు కొడతారు.. కానీ.. తెలంగాణవాదమంటే ఆయనకు అణువణువునా వ్యతిరేకతే! ఉన్నది ఉన్నట్లు అధిష్ఠానానికి చెప్పానంటారు.. కానీ.. కనికట్టు చేసి.. లేనిదాన్ని ఉన్నట్టు చూపుతారు! ఆయన మాట్లాడుతుంటే ఒళ్లంతా ఎకసెక్కమే! ఆయన కుటిల చాణక్యం తెలంగాణ నోటికాడ కూడు తీసింది! ఆయన నడిపిన కుట్రల తంత్రాంగం.. సాక్షాత్తూ కేంద్ర హోంమంత్రినే వెనుకడుగు వేయించింది! ఆయన పంపిన కపట నివేదికల సారాంశం.. నాలుగు దశాబ్దాల పోరాటం ఫలితాన్నివ్వబోతున్న అపురూప క్షణాలను కర్కశంగా చిదిమేసింది! పది మంది పోగైతే అదో పెద్ద ఆందోళన.. యాభై మంది తాపీగా నడిస్తే భారీ ర్యాలీ.. పది నిమిషాలు ట్రాఫిక్‌కు అడ్డంపడితే.. అల్లకల్లోలం చేసిన రాస్తారోకో! సీమాంధ్రలో జరిగిన ఆంధోళనలపై నివేదికల్లో అన్నీ వక్రీకరణలే! తెలంగాణను అడ్డుకునేందుకు దారికి అడ్డంపడిన ఆ దానయ్య... మాజీ ముఖ్యమంత్రి రోశయ్య! ముఖ్యమంత్రిగా ఉన్న కాలంలో చక్రం తిప్పి.. తెలంగాణ ప్రజల ఆకాంక్షలపై నీళ్లు చల్లిన ద్రోహి! ఆర్టీఐ ద్వారా నమస్తే తెలంగాణ సంపాదించిన కీలక డాక్యుమెంట్లు.. రోశయ్య సీమాంధ్ర దుర్నీతిని ఎండగడుతున్నాయి! తెలంగాణకు నెంబర్ వన్ విలన్ ఆయనేనని ప్రజా బోనులో నిలబెడుతున్నాయి!

హైదరాబాద్, ఆగస్టు 30 (టీ న్యూస్) :అవును.. తెలంగాణకు నెంబర్ వన్ విలన్ అప్పటి ముఖ్యమంత్రి.. కాబోయే తమిళనాడు గవర్నర్ రోశయ్యే! సీమాంధ్ర కపట సమైక్యవాదులతో కలిసి రోశయ్యే చేసిన అన్యాయమే తెలంగాణ రాష్ట్ర పాలిట శాపమైంది. డిసెంబర్ 9న రాష్ట్ర ఏర్పాటు ప్రక్రియను ప్రారంభిస్తున్నట్లు ప్రకటించిన కేంద్రం.. తెలంగాణపై తీర్మానం ప్రవేశపెట్టాల్సిందిగా రాష్ట్రాన్ని ఆదేశించింది. ఆ ఆదేశాన్ని ముఖ్యమంవూతిగా ఉన్న రోశయ్య అప్పట్లో తిరస్కరించారు. ఆ విషయాన్ని ఆయనే స్వయంగా వెల్లడించారు. సభలో తీర్మానం నెగ్గే అవకాశాల్లేవన్న రోశయ్య.. అందుకే ప్రవేశపెట్టలేదని చెప్పారు. తెలంగాణ అంకురాన్ని అప్పుడే తుంచారు. ఉద్యమం వేర్లు కూడా పెరికేందుకు దాడిని మరింత ఉధృతం చేస్తూ.. కేంద్రానికి వరుస నివేదికలు పంపారు.

ప్రత్యేక రాష్ట్ర ఏర్పాటు ప్రక్రియను మొదలుపెడుతున్నామని కేంద్ర హోంమంత్రి చిదంబరం ప్రకటించిన రోజునే రోశయ్య ఢిల్లీ విమానాక్షిశయంలోనే చంద్రబాబునాయుడుతో 45 నిమిషాలపాటు మాట్లాడారు. అప్పుడే తెలంగాణను అడ్డుకునే కుట్రకు బీజం పడింది. ఒకవైపు ముఖ్యమంవూతిగా ఉన్న రోశయ్య తన పదవిని అడ్డం పెట్టుకుని సీమాంధ్ర ప్రాంతాల్లో జరిగిన కృత్రిమ ఉద్యమాన్ని మహోద్యమంగా చిత్రీకరిస్తూ కేంద్రానికి నివేదికలు పంపితే... మరోవైపు చంద్రబాబునాయుడు తన పార్టీకి చెందిన సీమాంధ్ర నాయకులతో రాజీనామా డ్రామాలు మొదలుపెట్టించారు. అప్పట్లో సీమాంధ్ర ప్రాంతాల్లో జరిగిన ఆందోళనలకు సంబంధించి మీడియాలో ప్రసారమైన సన్నివేశాల్ని చూస్తేనే అవి కృత్రిమంగా నడిచిన కార్యక్షికమాలని స్పష్టమవుతుంది.

రాజీనామాల పేరిట సీమాంధ్ర ప్రజావూపతినిధులు ఒట్టి డ్రామానే చేశారన్నదానికి సరైన ఫార్మాట్‌లో వాళ్లు రాజీనామాలు చేయకపోవటమే నిలు నిదర్శనం. అయినా, కేంద్ర ప్రభుత్వం రోశయ్య తప్పుడు నివేదికలకు, చంద్రబాబు డైరెక్షన్‌లో సీమాంధ్ర నేతలు ఆడిన రాజీనామాల డ్రామాలకు తలొగ్గింది. తెలంగాణ ఏర్పాటు ప్రక్రియ మొదలుపెట్టామన్న ప్రకటన నుంచి చిదంబరం యూ టర్న్ తీసుకున్నారు.
అఖిలపక్షం ఓకే అన్నా..: డిసెంబర్ 9 ప్రకటనకు ముందు రోజు రాష్ట్ర రాజధానిలో అఖిలపక్ష సమావేశం జరిగింది. సీపీఎం మినహా అన్ని పార్టీలూ తెలంగాణకు సై అన్నాయి. ప్రత్యేక రాష్ట్ర ఏర్పాటుపై అసెంబ్లీలో తీర్మానం పెడితే మద్దతు ఇస్తామని దాదాపు అన్ని పార్టీలూ హామీ ఇచ్చాయి.

మజ్లిస్ తటస్థ వైఖరిని తీసుకుంది. ఓవైపు రాష్ట్ర సాధన కోసం దీక్ష చేస్తున్న కేసీఆర్ ఆరోగ్యం విషమిస్తుండటం.. మరోవైపు అన్ని పార్టీల సమావేశంలో ఏకాభివూపాయం వ్యక్తం కావడంతో డిసెంబరు 9న రాత్రి 11.35గంటలకు కేంద్ర హోంమంత్రి చిదంబరం ప్రత్యేక రాష్ట్ర ప్రక్రియ ప్రారంభిస్తున్నట్టు ఢిల్లీలో ప్రకటించారు. తీర్మానం ప్రవేశపెట్టాల్సిందిగా రాష్ట్ర ప్రభుత్వాన్ని ఆదేశించారు. కానీ.. రోశయ్య మాత్రం తన సీమాంధ్ర కుటిలనీతిని ప్రదర్శించారు. సమైక్య విద్రోహాన్ని అమలు చేశారు. అదే రోజు ఢిల్లీ నుంచి హైదరాబాద్‌కు వచ్చిన రోశయ్యను విమానాక్షిశయంలో మీడియా ప్రతినిధులు చిదంబరం ప్రకటన గురించి అడిగారు. దానికి రోశయ్య కేంద్ర మంత్రి చిదంబరం ప్రకటన గురించి తనకేమాత్రం తెలియదని చెప్పారు. అప్పటి నుంచే తెలంగాణను అడ్డుకోవటానికి పావులు కదలపటం మొదలుపెట్టారు. కేంద్రం ఆదేశాలను ఖాతరు చేయకుండా.. తీర్మానం పెడితే నెగ్గదన్న వాదన తీసుకొచ్చి.. అసలా ఊసే లేకుండా చేశారు.

కేంద్రానికి తప్పుడు నివేదికలు మొదలు..
డిసెంబరు 19న రోశయ్య కేంద్ర హోంమంత్రి చిదంబరానికి రాష్ట్రంలోని పరిణామాల నివేదికను పంపించారు. స్వప్రయోజనాల కోసం లగడపాటి రాజగోపాల్, కావూరి సాంబశివరావులాంటి కొందరు సృష్టించిన కృత్రిమ ఉద్యమాన్ని భూతద్దంలో పెట్టి చూపించారు. తెలంగాణపై కేంద్ర మంత్రి చిదంబరం చేసిన ప్రకటనకు నిరసనగా 2009 డిసెంబరు 18, 19 తేదీల్లో ఆంధ్ర, రాయలసీమ ప్రాంతాల్లో పెద్ద ఎత్తున ఉద్యమం చెలరేగిందని నివేదికలో పేర్కొన్నారు.

వాస్తవానికి ఆంధ్ర, రాయలసీమ ప్రాంతాల్లో జరిగిన రాస్తారోకోలు, ధర్నాలు, ఇతర ఆందోళన కార్యక్షికమాల్లో పట్టుమని యాభైమంది కూడా లేకున్నా.. 2.25 లక్షలమంది నిరసనల్లో పాల్గొన్నారంటూ (అంత కచ్చితంగా ఎలా లెక్కపెట్టారో ఆ రోశయ్యకే తెలియాలి) నివేదికలో వివరించారు. ఆంధ్ర, రాయలసీమ ప్రాంతాల్లో 1,141 ఆందోళన కార్యక్షికమాలు జరిగాయని, వీటిలో ర్యాలీలు, ధర్నాలు, ఆమరణ నిరాహారదీక్షలు, రైల్‌రోకోలు, రాస్తారోకో తదితర కార్యక్షికమాలు ఉన్నాయని నివేదించారు. ముప్పయిచోట్ల హింసాత్మక సంఘటనలు జరిగాయని, వీటిల్లో ప్రభుత్వ, ప్రజా ఆస్తుల విధ్వంసం జరిగిందంటూ సన్నాయి నొక్కులు నొక్కారు. కృష్ణా, గుంటూరు, అనంతపురం జిల్లాల్లో రెండు రోజులపాటు బంద్ జరిగిందని, తూర్పుగోదావరి జిల్లాతోపాటు చిత్తూరు, కర్నూలు, పశ్చిమ గోదావరి జిల్లాల్లోని కొన్ని ప్రాంతాల్లో 19న బంద్ జరిగిందని నివేదికలో తెలిపారు. తెలంగాణ ఏర్పాటు ప్రకటన సీమాంవూధలో అల్లకల్లోలం సృష్టించిందని సీన్ క్రియేట్ చేశారు.

దుష్టచతుష్టయం

అది 2009వ సంవత్సరం.. డిసెంబర్ 9వ తేదీ. పదకొండు రోజులుగా నిరాహార దీక్షలో ఉన్న టీఆర్‌ఎస్ అధినేత కేసీఆర్ ఆరోగ్యం క్షణక్షణానికీ క్షీణిస్తున్న సమయం! అప్పటికే రాజధాని నగరాన్ని పారామిలిటరీ బలగాలు.. పోలీసు పటాలాలు ఆవహించుకుని ఉన్నవేళ! రాత్రి 11.35 గంటలు! నాలుగు దశాబ్దాల తెలంగాణ ప్రజల ఆకాంక్షలు.. ఆత్మత్యాగాలు ఫలించిన శుభ తరుణం! సమైక్య రాష్ట్రంలో సీమాంధ్రుల పాలనలో దగాపడిన తెలంగాణకు తొలి పొద్దు పొడిచిన సమయం! ప్రత్యేక రాష్ట్ర ఏర్పాటు ప్రక్రియ మొదలు పెడుతున్నట్లు హోం మంత్రి చిదంబరం నుంచి కీలక ప్రకటన! ఆ ప్రకటనతో సకల తెలంగాణ శ్రేణులు సంబురాలు చేసుకుంటున్న సమయంలోనే కుతంత్రం నిద్ర లేచింది. తెలంగాణ వ్యతిరేకులంతా ఏకమయ్యారు. సీమాంధ్ర పెట్టుబడిదారులు ఒళ్లు విరుచుకున్నారు!

అధికారపక్షంతో విపక్షం కుమ్మక్కయింది! చంద్రబాబు నాయుడు.. లగడపాటి రాజగోపాల్.. కావూరి సాంబశివరావు.. రాయపాటి సాంబశివరావు.. సకల తెలంగాణ వ్యతిరేకులంతా పొడిచిన పొద్దును.. చిదిమేసేందుకు వంచన పంచన చేరారు! ముందు రోజు అసెంబ్లీలో చేసిన తీర్మానాలు గాలికి కొట్టుకుపోయాయి. దొంగ రాజీనామాల డ్రామాలకు తెర లేచింది. రాష్ట్రం రాజకీయ సంక్షోభంలోకి వెళ్లిపోయిందంటూ సీమాంధ్ర చానళ్లు గగ్గోలు పెట్టాయి! మరుసటి రోజు నుంచే సీమాంధ్రలో కృత్రిమ ఆందోళనలు మొదలయ్యాయి! ప్రేరేపిత ఉద్యమాలకు ప్రాణం వచ్చింది! అక్కడి నుంచి తెలంగాణకు వ్యతిరేకంగా కుట్రల అధ్యాయం పుటలు తెరుచుకుంది!!

లగడపాటి నిరాహారదీక్ష డ్రామా గురించి...
ఇక, విజయవాడ ఎంపీ లగడపాటి రాజగోపాల్‌తోపాటు ఆంధ్ర, రాయలసీమ ప్రాంతాలకు చెందిన కొందరు నాయకులు ఆమరణ నిరాహారదీక్షలు కూడా మొదలుపెట్టారని రోశయ్య కేంద్రానికి పంపిన త నివేదికలో తెలిపారు. లగడపాటి రాజగోపాల్, దేవినేని ఉమామహేశ్వరరావు, వై.ఎస్.వివేకానందడ్డిలను ఆస్పవూతులకు తరలించామని వివరించారు. ఇక్కడ గమనించాల్సిన అంశం ఏమిటంటే ఆమరణ నిరాహారదీక్ష అంటూ డిసెంబరు 14న విజయవాడలో హల్‌చల్ చేసిన లగడపాటి రాజగోపాల్ దీక్ష మూడో రోజు కూడా చేరకముందే అనారోగ్యం పేరుతో ఆస్పవూతిలో చేరారు. ఆ తరువాత డిసెంబరు 20న రాత్రి 10గంటలకు హాస్పిటల్ నుంచి తప్పించుకుని నాటకీయఫక్కీలో హైదరాబాద్ చేరుకున్నారు.

నిమ్స్ ఆస్పత్రి లోపలికి పరుగులు తీస్తూ మీడియా కంట చిక్కారు. ఆమరణ నిరాహారదీక్ష చేసి అనారోగ్యానికి గురైన లగడపాటి రాజగోపాల్ ట్రాక్‌సూట్‌లో అథ్లెట్‌లా పరుగెత్తిన దృశ్యాలు చూసి అసలు విషయం అందరికీ అవగతమైంది. తాను నిరాహార దీక్ష ఎప్పుడో విరమించానని స్వయంగా రాజగోపాలే చెప్పుకున్నారు. మరో వింతేమిటంటే దేవినేని ఉమామహేశ్వరరావు, వై.ఎస్.వివేకానందడ్డిలు చికిత్స తీసుకోవటానికి నిరాకరించారని... ఆస్పవూతుల్లో దీక్షలు కొనసాగించారని రోశయ్య తన నివేదికలో పేర్కొన్నారు. కడప జిల్లాల్లో 48గంటలపాటు బంద్ జరిగిందని, చిత్తూరులో 24గంటలపాటు బంద్ జరిగిందని వివరిస్తూ నిరసనకారులు బీఎస్‌ఎన్‌ఎల్ ఎక్స్‌ఛేంజ్, తహసీల్దార్ కార్యాలయం, ఆర్‌అండ్‌బీ అతిథిగృహం, ఓ ప్రభుత్వ జీపును వివేకానందడ్డి అనుచరులు ధ్వంసం చేశారని నివేదికలో వివరించారు. డిసెంబరు 19న కడప జిల్లాలో రైల్‌రోకోలు జరిగాయని, కృష్ణా జిల్లాలో రాస్తారోకోలు జరిగాయని పేర్కొన్నారు.

పోటీగా...
తెలంగాణపై కేంద్ర సానుకూలంగా ప్రకటన చేసిన నేపథ్యంలో తెలంగాణ ప్రాంతానికి చెందిన రాజకీయ నాయకులు భవిష్యత్తు కార్యాచరణను రూపొందించుకోవటంతోపాటు సోనియాగాంధీకి కృతజ్ఞతలు తెలిపేందుకు డిసెంబరు 20న సభను నిర్వహించాలని నిర్ణయించారని, దీనికి రెండులక్షల జనాన్ని సమీకరించే ఏర్పాట్లు చేస్తున్నారని రోశయ్య తన నివేదికలో తెలిపారు. దీనికి పోటీగా ఆంధ్ర, రాయలసీమ ప్రాంతాలకు చెందిన ప్రజా ప్రతినిధులు డిసెంబరు 21, 22 తేదీల్లో తమ తమ పదవులకు రాజీనామాలు ఇచ్చే విషయమై చర్చించేందుకు సమావేశం పెట్టుకోవాలని నిర్ణయించుకున్నట్టు పేర్కొన్నారు. ఇక, డిసెంబరు 20నే టీఆర్‌ఎస్ అధ్యక్షుడు కేసీఆర్ తెలంగాణ భవన్‌లో 21వ తేదీ నుంచి ప్రారంభించాలనుకున్న బస్సు యాత్ర గురించి పొలిట్‌బ్యూరో మీటింగ్‌ను పెట్టుకున్నట్టుగా తెలిపారు.

డిసెంబరు 20నాటి...
ఇక, డిసెంబరు 20నాటి పరిణామాలపై రోశయ్య మరో నివేదికను చిదంబరానికి పంపిస్తూ కోస్తాంధ్ర, రాయలసీమ ప్రాంతాల్లో తెలంగాణపై వచ్చిన ప్రకటనకు వ్యతిరేకంగా నిరసనలు, హింసాత్మక సంఘటనలు కొనసాగుతున్నాయని పేర్కొన్నారు. ఆంధ్ర, రాయలసీమ ప్రాంతాల్లో 670 నిరసన కార్యక్షికమాలు జరిగాయని, వీటిల్లో ర్యాలీలు, ధర్నాలు, ఆమరణ నిరాహారదీక్షలు, రైల్‌రోకోలు, రాస్తారోకోలు ఉన్నాయన్నారు. ఈ ఆందోళనల్లో 86వేలమంది (మరోసారి ఇంత కచ్చితంగా నిరసనకారులను ఎలా లెక్కబెట్టారో?) పాల్గొన్నారని వివరించారు.

ఒక్క కడప జిల్లాలోనే 22 హింసాత్మక సంఘటనలు జరిగాయని తెలిపారు. నిరసనకారులు పులి నాలుగు లారీలు, రెండు జీపులకు నిప్పు పెట్టారని, కడప జిల్లాలోని లింగాల ప్రాంతంలో ఎయిర్‌టెల్, టాటా ఇండికాం, బీఎస్‌ఎన్‌ఎల్ సెల్‌టవర్లను కూడా దహనం చేశారని పేర్కొన్నారు. ఇదంతా వై.ఎస్.వివేకానందడ్డిని ఆస్పవూతికి తరలించటం వల్ల జరిగిందని, ఈ సంఘటనల్లో 7కోట్ల రూపాయల ఆస్తినష్టం జరిగిందని వివరించారు. దాంతోపాటు కడప, చిత్తూరు జిల్లాల్లో 72గంటలపాటు బంద్ జరిగిందని తెలిపారు. కృష్ణ, శ్రీకాకుళం, పశ్చిమ గోదావరి జిల్లాల్లో కూడా బంద్ జరిగిందని పేర్కొన్నారు. మరోవైపు తెలంగాణ కాంగ్రెస్ ఎంపీలు మందా జగన్నాథం, మధుయాష్కి, వీ హనుమంతరావు, కే రాజగోపాల్‌డ్డి, నంది ఎల్లయ్య, గుత్తా సుఖేందర్‌డ్డి, రాజయ్య, పొన్నం ప్రభాకర్, బలరాం నాయక్‌లు సమావేశమయ్యారని తెలిపారు.

పన్నులు చెల్లించవద్దంటూ...
ఇక, కృష్ణా జిల్లా సమైక్యాంధ్ర జేఏసీ సమైక్యాంధ్ర డిమాండ్‌తో టోల్‌టాక్స్ చెల్లించవద్దంటూ పిలుపునిచ్చిందని రోశయ్య నివేదికలో పేర్కొన్నారు. మరోవైపు నిజామాబాద్‌లోని తెలంగాణ వర్సిటీ విద్యార్థి జేఏసీ తెలంగాణ రాష్ట్రం ఏర్పడేవరకు పన్నులు చెల్లించవద్దంటూ పిలుపునిచ్చారని తెలిపారు. ఈ నివేదికలు డిసెంబర్ 19 - 21తేదీల మధ్య చిదంబరానికి అందాయి. ఆ తర్వాత రెండు రోజులకే కేంద్రం తెలంగాణ ఏర్పాటుపై ఇచ్చిన ప్రకటనను వెనక్కు తీసుకుంది. మళ్లీ డిసెంబర్ 23వ తేదీన రాత్రిపూట విలేకరుల ముందుకొచ్చిన చిదంబరం.. డిసెంబర్ 9 ప్రకటన తర్వాత రాష్ట్రంలో పరిస్థితులు మారాయని, దీనిపై రాజకీయ పార్టీల మధ్య తీవ్ర భేదాభివూపాయాలు వచ్చాయని సెలవిచ్చారు. అందువల్ల అన్ని రాజకీయ పార్టీలతో విస్తృత స్థాయి చర్చలు ప్రారంభిస్తామంటూ నీళ్లు చల్లారు. తెలంగాణను అడ్డుకున్న సూత్రధారి రోశయ్య... అనంతరం కాలంలో ముఖ్యమంత్రి పదవి నుంచి తప్పుకున్నారు. కేంద్రం పట్ల అతి విధేయత కనబరుస్తూ ఇప్పుడు తమిళనాడు రాజ్‌భవన్‌లో విశ్రాంతికి వెళుతున్నారు!!

Telangana – A Campaign Against Andhra’s ‘Corruption Inc.’

The present ‘Jan Lok Pal’ andolan against corruption is a good thing. But it is not ‘second freedom struggle’ as some people tried to portray it. Anna Hajare is a great soul, his fighting for ‘Jan Lok Pal’ to include everybody in the ambit of this anti corruption ombudsman, is a great thing. Every citizen who wants to  enjoy the fruits of real freedom should support it. But Lokpal cannot be presumed as the panacea for all the corruption, it is only one of many means, to curb corruption in a democracy. But unfortunately, the crop of present day politicians in India, have graduated fast to the grade of ‘profligates’ of Sir Winston Churchill’s forecast. As the record proves, they are capable of bamboozling any well meaning legislation to nothing with in no time. In fact they can morph any legislation to their advantage with consummate ease. Let us hope that they cannot do it to ‘Jan Lok Pal’. Any ways, Jan Lok Pal provides a great tool in the hands of the people to report corruption and expect quick justice. But it will be superficial if we do not diagnose the real reasons for corruption at ground level and check them suitably. Leaving everything to ‘Lok Pal’ may leave the institution ineffective. As the saying goes, ‘Prevention is better than cure’.

It would be futile to think of a corruption less society – at least in India. Corruption was there in our society since time immemorial. But, after independence our political class, have the distinction of making it world class. Like many other things, it has redoubled after economic liberalization. Now corruption in India has gained a ‘hitec’ or ‘corporate’ status. In a short span of about 15 years, this hitec corruption is being institutionalized and is becoming an integral part of the political system. There is definitely a need to immediately contain this burgeoning virus.This corporate corruption, is undertaken with a contrived ‘development slogan. The real IT and other corporate companies, seldom ask for what government gave them. Government solicits companies to take state resources as attractive sops at minimal prices, for obvious reasons. Government also distributes state resources to their agents/ clients/partners  in the scheme, for the development of infrastructure for corporate business and together loot the resources, at will. Later these agents will do lucrative business with these subsidized endowments and share the spoils with govt.functionaries.  The party high command will acquiesce these underhanded deals, because some part of this lucre goes in to the coffers of the party, for recycling in to the next elections. The CM is the principal player in this game and obviously will be the biggest beneficiary. The events in AP, TamilNadu, Chattisgadh, and Karnataka and also at the center have highlighted this kind of corporate corruption.

This corporate corruption has its roots in A.P. Though earlier there were several political misdemeanors in the state, the real ‘hitec’ or corporate corruption has originated with Telugu Desham under the rule of Chanda Babu Naidu (CBN). It started with the creation of a ‘vote bank’ for TDP with the share in the government spending for party workers in myriad populist schemes. Then distributing the largesse around Hyderabad to his social group, making them rich and conspicuous in every walk of life and making all of them land/commercial barons in and around Hyderabad. His ‘hitec’ looting in the name of govt.concessions to IT, Infrastructure, Real estate Cos, Educational institutions etc., is an open secret. His real-estate in Hyderabad, lands all over the state, his partnerships in big business in the country, his investments in foreign countries like Malaysia, Singapore, Dubai etc., and stashing away of thousands of crores of rupees in foreign banks for spending in elections- all this is a folklore  in the country. The central Govt. is in the know of his foreign accounts.  He accumulated this fraudulent wealth, with an ambition to rule the state almost lifelong. Now, it is said that the value of his properties transformed from a mere 2 acre farm land into more than Rs.20, 000 crores.

YS Rajasekhara Reddy (YSR), with his stupendous ‘Padayatra’ and his focus on rural development as against the plagiaristic ‘world bank’ model of CBN, has wrested power from TDP in 2004. He brought George Bush to Agricultural University, and shown him all the facets of rural economy of A.P. as against the CBN’s false hitec gimmics to Clinton in Hitec city. The people of A.P.  were elated and expected a lot from him. But within a year’s time the same ‘corporate’corruption bug of CBN has bitten him and the unrestrained power has gone to his head. With his oversized ego and unbounded ambition to rule the state for a very long time, he has copied the corporate/hitec corruption of CBN, and tried to overtake him within a short span of 5-6 years. His sale of Hyderabad lands, allotment of lands to SEZs & Corporate businesses, allotment of mines, acquisition of lands for Ring Road, ‘Jalayagnam’, Power projects etc., created development hype. Distributing state resources to his cohorts, launching economically unviable, white elephant like, populist welfare schemes have earned him a lot of political goodwill and brought him to power again. He wanted to bring Congress Party into power again in 2014.Blinded by this obsession; he has unleashed several projects for kickbacks.  In the process he earned money to float several companies for his son and to spend for elections in the state and siphoned off some of the lucre to adhishtanam for its election budget. Thus, who had an income of 11 lakhs in 2004 said to have increased his net worth to more than Rs.20000 crores by 2010.

This is the saga of hitec/corporate corruption of A.P. The fodder for these scams came almost all of it from Hyderabad and Telangana.  If CBN & YSR are the whales in this Ocean of Corruption there are several sharks as their minions in the shape of Ramoji, Raju, M.Mohan, Kavuri, Lagadapati, Subbirami etc. This corruption model attracted the attention of several political goons in other states, like Koda, Kanimoli, Gali etc., and Central Government is also has its share in this with CWG Games, 2 –G Spectrum scams. Congress adhishtanam is also a beneficiary of this phenomenon. And has acquiesced this malady to garner funds for its election coffers. Some core committee and coterie members of Congress also said to have feathered their nests with this phony money. This hitec corruption which has its epicenter in A.P. is fast spreading to other parts of the country. It is so palpable that, there is so much overwhelming support for Anna Hazare’s Lok Pal Bill.

The hitec or corporate corruption started to raise its ugly head from 1996 synchronizing with the political power of CBN. He is the father of this hitec corruption and is a guru to YSR. And YSR managed to dwarf his guru in this game at the earliest. There is a marked difference in their styles. CBN is perhaps the most cunning, self centered politician in the country today. He is liberal to himself and his social group and very circumspect with others in sharing the spoils. He was very crafty in creating muddle some political situations, to protect his political interests and his unscrupulous behind-the-scene activities. He successfully screened his corrupt activities behind third front politics, as a partner in BJP government and now with his covert alliance with state and National Congress to deal with Jagan and Telangana. He is truly the king of corruption as Tehelka has opined earlier.

YSR was arrogant, egocentric and impatient. Perhaps he was in a hurry to upstage his betenoir CBN. He was not discreet and not crafty enough to camouflage his corruption. He was little too liberal in distributing state assets to his own social group and also others. We do not know how it would have turned out if he lived longer, but the nemesis has caught up with him too soon. His son Jagan with his unnecessary braggadocio also did not help his cause of political filibuster to rule the roost for long. Sonia Gandhi acquiesced YSR for obvious reasons and created a ‘Frankenstein’.

Whatever be their styles, both of these ‘honchos’ ably assisted by their minions have plundered Telangana like ‘Thugs and Pindaris’ of yester years and became ‘super models’ of corporate corruption in whole of India. There is need to expose the total fraud made by these two in full for the good of our democracy.

Lok Pal is certainly a potent tool to curb this malfeasance. But it will not be a panacea for the disease of corruption, especially, this government sponsored corporate corruption. It needs to be delved deep and diagnose correctly to work out effective remedial measures. It needs to examine the working of cabinet. The equal responsibility of cabinet ministers is to be assessed denovo.All government contracts; mega projects are to be transparent to all the cabinet ministers. The chief minister and the bureaucracy cannot make decisions without the knowledge of other cabinet ministers. The system of political subservience to CM and adhishtanam giving un limited powers to them is also to be studied. It should be made mandatory to make govt.spending public, before actually spending .There is need for political and administrative reforms.

Telangana Struggle is essentially a reaction to andhra’s Corruption Inc. This relentless struggle for the last ten years is the progenitor for the present day Anna Harare’s ‘Jan Lok Pal Bill’. Though this campaign was going on for the last ten years, all the gory details of injustices and corruption of andhras, were made available and 650 youth have sacrificed their lives in this campaign, it did not move the people at national level. The national media has approached the issue with a disdainful indifference.

Telangana statehood will unravel all the sinister nuances of this gruesome carnage of corporate corruption and will be an eye opener to the Nation. It will help identify the areas where we need reforms to work out a very effective Ombudsman on corruption in whole of India. The National media which was cynical to Hazare’s campaign in the beginning is now waxing eloquent of his unqualified success. In the same way it can shed its bias and take a fresh look at the campaign of Telangana against corporate corruption.

Another Telangana youth attempts suicide

Another youngster demanding Telangana state tried to set himself ablaze after pouring diesel over himself near the entrance of the state Legislative Assembly on Thursday. Since he was drenched in the rain his self-immolation attempt failed and the alert security personnel caught hold of him. Subsequently, he was arrested by the police.

Just a day before, an engineering graduate had attempted suicide in front of the Secretariat.� According to V Umender, inspector of police, Saifabad, A Sridhar Goud, a 25 year-old native of Veldurthy in Medak district, arrived near Gate No. 2 of the Assembly around 1.50 pm, poured diesel all over his body and lighted a match. But the diesel did not catch fire as he had been drenched in the heavy rain by then. The few policemen posted nearby saw him and nabbed him.� The Saifabad police arrested him and registered a case under Section 309 (Attempt to commit suicide) of IPC. Goud, a polytechnic college dropout, is president of the the BJP unit of Veldurthy mandal in Medak district.

On Wednesday 22-year-old A Sandeep Reddy, who hails from Godavarikhani in Karimnagar district,�� went near the Secretariat and roamed there for some time.� After nearing the entrance, he whipped out a knife and stabbed himself in the stomach while shouting `Jai Telangana’. Having studied BTech at an engineering college on the outskirts of the city, he is in search of a job. He lives at Kompally.

TJAC turns ire on Congress, TD representatives

The Telangana Political Joint Action Committee (TJAC) has declared a war on the Congress and the Telugu Desam Party. The TJAC, which kicked off its second phase of agitation by organising a Maha Dharna, has sent out signals loud and clear that the Congress and the TDP MLAs and MPs should quit their posts immediately or face the music. The TJAC would do all in its might to galvanise the people of Telangana against the MLAs who refused to resign, TJAC chairman Prof M Kodandaram has said.

Addressing the demonstrators at the maha dharna, Kodandaram said already Telangana people were seething inwardly over the hasty retreat by the legislators of the two parties.

�The TJAC had the responsibility to make people aware of who worked for the T-cause sincerely and who had been putting up a show, he said.

Prof Kodandaram said they would not allow Congress and TDP MPs and MLAs to enter villages. There would be banners and flexis describing them as Telangana betrayors.

The TJAC had started a campaign for the Sakala Janula Samme and it would reach all the villages in phases. Leaders of the TRS, BJP, CPI-ML New Democracy and from various people's organisations participated in the day-long dharna.

"The central government has failed to resolve the T issue. Union home minister P Chidambaram has escaped from his responsibility by shifting the blame on the Congress and the TDP," he said. In this situation, the people of Telangana have no other option but to sustain the movement," he said.

The Union home minister should quit if could not resolve the T issue, he added.

"In the name of anti-graft movement, TDP chief Chandrababu Naidu may try to tour the Telangana region. People should not allow him to play cheap tactics," he said. TRS leader E Rajendar, TDP suspended MLA Nagam Janardhan Reddy, BJP leaders Ch Vidyasagar Rao, B Dattatreya, CPI-ML New Democracy leader V Suryam and TNGOs president K Swami Goud were among the leaders present at the dharna.

Osmania varsity JAC leaders arrested

 Five Osmania University Joint Action Committee (JAC) leaders were arrested by the Osmania University police on Tuesday. OUJAC leaders Pidamarthi Ravi, Rajaram Yadav, G Kishore, Balaraj Yadav and K Praveen Reddy were taken into custody by Task Force at Appa junction while they were returning after a programme in Vikarabad.

"The leaders have been booked for their involvement in several violent incidents on the campus between January and July. They were involved in rioting, torching buses, damaging public property and other incidents," said police inspector D Ashok. The OU police said they would be produced in court on Wednesday.

The arrest invited widespread criticism from TRS and the Telangana political JAC. "I demand the immediate release of OU students. Cases are being foisted against them for no fault of theirs. We condemn the undemocratic arrest of students," said TRS chief K Chandrasekhara Rao.

Condemning the arrest of student JAC leaders by police, Telangana JAC questioned the undemocratic methods being adopted by the police. "We strongly condemn the arrest of the student JAC leaders by plain clothes policemen," said TJAC chief Kodandaram.

TJAC To Launch Agitations From Today

The Telangana Political Joint Action Committee (JAC), comprising TRS, BJP and various pro-Telangana organisations would launch a strike from Wednesday in support of the separate statehood demand.

The Telangana supporters would hold a rally from the Sundaraiah Vignana Kendram to Indira Park in Hyderabad and hold a dharna there, JAC Convener M Kodandaram told reporters on Tuesday evening.

The strike by all sections of people envisages government employees striking work (from September 5) while others taking up different forms of protests, JAC leaders said.

The JAC leaders would undertake district, mandal and village level meetings from Thursday to gear up the people for the strike.

The JAC had earlier announced that the Andhra Pradesh government employees in Telangana, who are supporters of the JAC, would begin strike from August 17. It later announced that the strike of the employees would begin from September 5.

Replying to a query, the JAC Convener slammed the ministers from Telangana region attending the Cabinet meeting held at the Chief Minister’s Camp office.

He said the JAC would stick to its demand that the Congress and TDP MLAs from Telangana resign from their posts and the ministers stay away from official duties.

Telangana JAC maha dharna today

The Telangana political JAC has decided to hold a huge rally with the support of politicians, employees, teachers, and students on Wednesday, as a prelude to the final showdown beginning September 6, wherein government employees plan to strike work.

Informing media about Tuesday’s TJAC steering committee meeting, TJAC chairman M Kodandaram Reddy said a series of programmes have been planned over the next three weeks to give a meaningful direction to the struggle for Telangana from September 6. He said Wednesday’s rally from Sundarayya Vignana Kendram would culminate into a maha dharna near Indira Park, which would also be graced by thousands of supporters from across Telangana region. “All political parties under TJAC will participate in large numbers on Wednesday and so would members of all 152 affiliates of the JAC.

We will hold the district steering committee meetings on Aug 18 & 19, followed by mandal level meetings in support of the struggle from August 20. From Aug 25, district level meetings will be conducted to involve more people at the grassroots level in the movement. During this period, we will reach out to every rural area in the region and encourage people to participate in large numbers in our final struggle beginning September 6,” he said and added that they had police permission to hold the rally and maha dharna.

He has criticized Telangana ministers who attended the cabinet meeting held at the camp office on Tuesday evening. “This is nothing but betraying the movement. People will teach them a lesson for backing out on their promise,” he rued.

Missing flagposts stun Telangana Congress chiefs

Telangana Congress leaders were taken aback on Monday morning when they found upon their arrival at the Gun Park opposite the Assembly, where Telangana martyrs’ memorial is situated, that the two flag posts there had been uprooted and removed allegedly by the police to prevent them from hoisting the national and Telangana flags there on the occasion of the Independence Day.

When a group of leaders including MPs, MLAs and former ministers, visited the memorial, they found to their dismay that the poles meant for hoisting the national flag had been removed. On inquiry, they came to know that prior to their arrival, one inspector and one sub- inspector of police had gone there and prevented party workers from making arrangements for flag-hoisting without assigning any reason why the national flag should not be hoisted there. The police had their way and removed the poles.� The leaders, after their arrival, had two fresh poles erected and� unfurled the national flag as well as the Telangana flag. A livid K Keshava Rao said those who had objected to flag-hoisting by them were criminals. “I do not know if the police acted on their own or at the instance of the government. But objecting to hoisting of the national flag is a crime,” he said and wondered what kind of problem the police had anticipated if Telangana MPs, MLAs and former ministers went to the martyrs memorial to hoist the national flag.

Nagarkurnool MP Manda Jagannadham demanded action against the two police officers on the ground that not allowing an Indian national to unfurl the national flag was a crime. “The entire area was barricaded as though we were going there to create some law and order problem. It was most unfortunate,” Jagannadham said, adding, “Every Indian citizen has the right to hoist the national flag on any day and not necessarily on Independence Day.’’

Strike/agitation in a phased manner frm Aug 17: Telangana JAC

The Telangana political Joint Action Committee (JAC) today decided to hold the proposed strike in the region from August 17, in a phased manner. "The all-people's strike is widely understood to be the strike of state government employees, teachers and other staff. It may actually turn out to be so. (But) We thought it is not correct to put the entire burden on the employees, hence, we decided to start the all-people's strike on August 17 but it will begin by mobilising people from the village level," JAC Convener M Kodandaram told reporters here. Accordingly, a massive dharna (sit-in) would be organised on August 17, and JAC leaders would mobilise people until September 4. A rally would be held at Karimnagar on September 5, and the state employees would join in the strike from September 6, he said. Asked about the strike notice served to the Andhra Pradesh government by the Telangana employees unions affiliated to the JAC, Kodandaram said the notice was still valid, but the dates had been changed. Earlier, the unions had said they would go on strike from August 17. He said JAC was also of the view that people should not be put to inconvenience during the Ramzan and Vinayaka Chavithi festival. TRS floor leader E Rajender said the JAC leaders would mobilise people till September 5, starting with villages. BJP leader Ch Vidyasagar Rao alleged that employees were being harassed by the government for involvement in the separate statehood agitation.

Separate statehood opponents should quit T – Kavitha

In a marked departure from the assurances regularly given to people who have originally hailed from Seemandhra region on their safety, Telangana Jagruthi president K Kavitha on Tuesday said that those leaders and employees who do not support the separate statehood demand must leave the region. Kavitha was speaking to media persons after releasing a poster, ‘Jai Telangana or Quit Telangana,’ at the Martyrs Memorial at Gun Park, where she called on Seemandhra leaders and employees, who are staying in Hyderabad, to raise `Jai Telangana’ slogan in support of statehood demand.

The Telangana Jagruthi chief also stated that Seemandhra leaders and employees, who failed to support the Telangana statehood agitation, should leave and return to their Seemandhra regions.
Her words are in stark contrast to the repeated assurances given by almost every pro-Telangana leader worth his salt that even after partition, the Telugu speaking people will live like ‘brothers of a family.’
Pointing out that the Telangana agitation has been organised peacefully ‘so far,’ Kavitha said that ‘Quit Telangana’ decision was taken as many Seemandhra leaders and employees were blocking the formation of the state.

The Telangana Jagruthi chief also said that Telangana leaders would stage protests in front of residences of Seemandhra leaders and employees who oppose the formation of Telangana state from August 9 to August 15.

Expressing confidence that the Telangana employees would not bow down to the government’s decision to invoke the Essential Services Maintenance Act, Kavitha disclosed that the Telangana Rashtra Samithi and the Telangana Political Joint action Committee have extended their full support to the employees’ general strike to start from August 17.

She also released a poster on Telangana employees’ general strike at the Gun Park and pasted stickers on the buses

In a fresh case, Mr R.P. Singh, the head of the department (mines) of the S.K. Sarawagi Company, was attacked by the locals near Kothavalasa in Vizianagaram district on July 30.
Incidentally, the locals were led by the ZTPC member, Mr Venkata Rao.
Mr Singh was pulled out of his vehicle and was beaten up with sticks. The attackers, however, cited no reason for their anger. Mr Singh’s colleague, Mr Nagawardhan, was also injured in the attack.
Though Mr Singh had reportedly lodged a complaint with the police, no action was initiated. Therefore, he approached the DIG and the Vizianagaram SP on August 3. “Now I am getting threatening calls from the attackers. They want me to withdraw the complaint,” Mr Singh said.
He said Hindi speaking officials were being attacked without any reason.
Recently, two managers of the same company — Mr Rajesh Tiwari and Mr Rajeev Kumar — were attacked. Both natives of Bihar, Mr Kumar and Mr Tiwari, subsequently resigned from their jobs.
Meanwhile, Mr Singh’s wife, Ms Renu Singh, said that she was so scared that she had stopped sending her 10-year-old daughter, Ms Vaishnavi, to school.
Mr Singh appealed that the political leaders and the police should take the issue seriously so that investors from outside feel secure to operate in the region.

O R D E R: 

The G.O. 1st read above, which is generally known as Presidential Order contains principles regarding Organisation of Local Cadres allotment of personnel of the various Departments to the various local cadres, method of direct recruitment to the various categories, inter-local cadre in transfers etc. of the employees holding those posts. In the G.Os 2nd and 3rd read above clarificatory instructions were issued regarding procedure for implementation of the various provisions of the Presidential Order.

2. In accordance with the provisions of the Presidential Order, local cadres have been organized to the various categories of posts in all Government Departments and allotment of personnel was made as per the guidelines contained in paragraph 4 of the said order.

3. In the representation 4th cited, the President, Telangana Non-Gazetted Officers Union has represented that certain allotments have been made in violation of the provisions of the Presidential Order.

4. The Government after carefully examining the issues raised in the representation and after having wide ranging discussion with the representatives of the Union have entered into an agreement with the Telangana Non-Gazetted Officers Union on 07-12-1985.

5. As per the terms of agreement the following orders are issued: (1) The employees allotted after 18-10-1975 to Zones V & VI in violation of zonalisation of local cadres under the Six Point Formula will be repatriated to their respective zones by 31-03-1986 by creating supernumerary posts wherever necessary.

(2) In respect of Jurala, Srisailam Left Canal and Sriramsagar Project Stage-II, all the staff in the Non-Gazetted categories both technical and non-technical including Asst. Executive Engineers (formerly JEs) coming under zonalisation of local cadres under the Presidential Order of 1975 who were posted to the projects from outside zones V and VI after 01-03-1983, will be retransferred to their respective zones and posted either in existing vacancies in various Government Establishments in those zones or in supernumerary posts where vacancies are not available. Towards this the Government will also move the Government of India for seeking amendment to Government of India’s notification G.S.R. 525(E) dated 28-06-1985 to give retrospective effect to this order with effect from 01-03-1983.

(3) (a) In respect of appeals filed against orders of allotment made under paragraph 4 of the Presidential Order of 1975 to the competent authority in time and where such appeals are still pending disposal, all such cases where details are furnished by the T.N.G.Os Union or individuals, shall be disposed of by 31-03-1986.

(b) As a result of the above exercise, consequential vacancies if any, arising shall be filled up as per the procedure laid down under the Presidential Order.

(4) In respect of first level Gazetted posts in certain Departments which are outside the purview of the Presidential Order, action should be taken to review the question of inclusion of such posts also in the scheme of localization and the matter should be taken up with the Government of India for suitable amendment to the said order.

(5) The posts in Institutions/Establishment notified in G.S.R. No.526 (E) dated:18-10-1975 shall be filled up by drawing persons on tenure basis from different local cadres on an equitable basis as per the orders issued in the G.O. 3rd read above.

(6) The provision in Para 5(2) (c) of the Presidential Order relating to inter-local cadre transfers shall be strictly implemented and such transfers shall be effected only under exceptional circumstances in public interest.

(7) Action will be initiated in the concerned departments in cases brought to their notice regarding bogus registrations in Employment Exchanges.

(8) On receipt of complaints, if any, made by the TNGOs Union relating to irregular allotments of candidates particularly to Zones V and VI in the category of Village Assistants the concerned department shall take up the matter with the A.P. Public Service Commission and take such measures as may be necessary to rectify the irregular allotments made if any.

(9) The possibility of allotting persons from within the same zone/multi-zone against non-local vacancy in a particular local cadre will be examined in consultation with the APPSC.

(10) The T.N.G.Os Union will furnish to Government the service/ categories where for want of trained personnel, non-local candidates are being appointed in zones V and VI so that Government can provide training facilities in respect of such services/categories with a view to providing adequate opportunities for recruitment and appointment of local candidates in zones V and VI.

(11) The Departments of Secretariat shall complete the review of appointments/promotions made under the Presidential Order as required under Para 13 of the said order, by 30-06-1986.
(12) (a) Immediate action will be taken to finalise the Common Gradation List in respect of Assistant Engineers (Presently Dy. E.Es) as on 01-11-1956, following the prescribed procedure under the S.R. Act. 1956.

(b) In respect of former Junior Engineers (Presently Asst.E.Es) the common gradation list published by the Government was quashed by the A.P. Administrative Tribunal and the Government had gone in appeal to the Supreme Court. Effective measures will be taken for the disposal of the matter before the Supreme Court, expeditiously.

(13) The matter relating to allotment of 7 non-local personnel in the cadre of Inspector of Local Fund Audit belonging to Zones I to IV, allotted to Zones-V and VI against their options, will be examined by the Department concerned keeping in view of the provisions of the Presidential Order.

(14) The question of repatriation of 13 Deputy Executive Engineers of the Public Health Department working in the city of Hyderabad to Zones I to IV will be considered by the Department concerned keeping in view the provisions of the Presidential Order.

6The Departments of Secretariat who are concerned with the terms shall take immediate necessary steps to implement the orders in consultation with Law/General Administration Department, if necessary, about the legal implications/interpretation of the provisions of the Presidential Order.
